Delhi Budget: CM Rekha Gupta presents Budget 2026-27; says Electricity subsidies to continue

Delhi Chief Minister Rekha Gupta as Finance Minister on Tuesday presented the budget of the national capital in Assembly.

New Delhi: Delhi Chief Minister Rekha Gupta as Finance Minister presented the budget of the national capital on Tuesday in Assembly. The budget will have proposals worth Rs 1 lakh crore. The government is expected to make some significant announcements regarding students and business. 

What did Speaker say?

The Delhi Speaker Vijender Gupta stated that the opposition is not participating in the budget debate.

"We opened our office on a holiday to meet with the opposition. We told the opposition that the suspension of MLAs would be lifted during the House proceedings. We want the opposition to come to the House and raise their issues," he said.

What did Rekha Gupta say?

Rekha Gupta presented her second budget on Tuesday. 

While addressing the Budget session, Rekha Gupta said "I am pleased to announce that we have made some special efforts to meet the needs of Delhi. This time, we have presented Delhi's budget as a 'green budget.' We have seen every plan through a 'green lens.' Every policy of this budget has an environmental impact, every plan has a natural impact, and every decision has the worries of future generations. This is why we have allocated 21 per cent of the entire budget for a 'green budget' that will be spent to improve the environment. This budget is a historic change in the thinking of the government, where a balance has been established between development and the protection of the earth. This is the greatest need of the day."

Delhi Chief Minister, while presenting the budget for 2026-27, said, "Today, Delhi is moving forward with the speed of a triple engine. Yesterday, we presented the Economic Survey. Freebies have slowed Delhi's growth rate. Under PM Modi's guidance, Delhi's economy is experiencing significant gains." 

Rekha Gupta stated that Delhi's share of the national GDP is increasing. The budget estimate for 2026-27 is Rs 13,700 crore.

"This year, we have put 70.3 per cent for revenue expenditure and 29.7 per cent for capital expenditure (in the budget). We are also going to do more capital expenditure than last year. For the year 2025-2026, the tax and GSDP ratio was 4.95 per cent. And for the year 2026-2027, this percentage is expected to be 5.09per cent, which is better than last year. With this, Delhi's revenue surplus is going to be Rs 9,092 crore this year."

What about electricity?

Rekha Gupta said that Delhi budget has allocated Rs 3,942 crore for power department and Rs 200 crore for shifting of overhead electricity wires underground.

Delhi CM during the address also said that electricity subsidies will continue in the national capital.

What did Delhi CM table?

Earlier on Monday, Delhi CM Rekha Gupta tabled the Economic Survey for the year 2025-26 in the Assembly. Delhi's Gross State Domestic Product (GSDP) is projected to grow by 9.42 percent this fiscal year compared to 2024-25.

According to the survey, Delhi's per capita income is approximately 2.5 times the national average. Delhi's per capita income is projected to reach Rs 5.1 lakh in 2026-27. 

When did the Budget session begin?

The Delhi Assembly's budget session commenced on Monday with the 'Kheer Ceremony', marking the formal beginning of the house's proceedings.

Delhi CM Rekha Gupta said that the upcoming budget would be an important step towards meeting the aspirations of around 3 crore people in the national capital.

During the session, Rekha Gupta said that the 'Kheer Ceremony' is not just a customary start to the budget process, but also a symbol of prosperity, good fortune, and a commitment to public welfare values.
