Satyendar Jain, Delhi Jal Board ex-CEO Among 6 Arrested By Delhi ACB in Alleged Jal Board Tender Scam

New Delhi: The Anti-Corruption Branch arrested former Delhi Minister Satyendar Jain and ex-Delhi Jal Board CEO Udit Prakash Rai. They are among six people who were arrested in connection with an alleged corruption case involving the tendering process for sewage treatment plant projects of the Delhi Jal Board

When was Satyendar Jain arrested?

The Delhi ACB arrested six people on Tuesday, including former Delhi government minister Satyendar Jain, former IAS officer and Delhi Jal Board CEO Udit Prakash Rai, former contractual advisor Ankit Srivastava and three private individuals. The ACB took this action under FIR No. 10/2024. They registered the FIR on May 11, 2024 under the Prevention of Corruption Act and various sections of the IPC.

What is this case about?

The case is about alleged large-scale irregularities and manipulation of conditions for the expansion and upgradation of Delhi Jal Boards Sewage Treatment Plants. The investigating agency says that the technical specifications of the tender were made to favor a technology and a private company, M/s Euroteck Environment Pvt. Ltd. This limited competition from companies.

What did the official say?

The ACB says that the proposed pilot study was not done. They still included restrictive conditions in the tender. The investigation found that essential parameters related to treated effluent were left out of the technical specifications were changed. This allegedly had an impact on the public money.

The ACB found that there was a lot of communication between individuals, government officials and middlemen. They analyzed evidence and found details about the exchange of tender conditions and other documents. The ACB claims that these documents show an alleged nexus between companies and government officials. This nexus was used to manipulate tender conditions to favor a technology provider.

What did the investigation reveal?

The investigation found out that alleged bribe money was routed through companies. The names of M/s Srijanhar and M/s AN Enterprises came up in this context. The investigation says that a lot of money was transferred to the firm of Nagendra Yadav from companies linked to the technology provider.

The ACB says that some of this money reached the bank accounts of Udit Prakash Rai and his relatives. They say that about Rs 1.52 crore was transferred to their bank accounts. This money was allegedly used to buy property.

The investigation found that this money came from M/s Euroteck Environment Pvt. Ltd. And was routed through M/s AN Enterprises. The ACB also looked at conversations between Raja Kumar Kurra, Nagendra Yadav and Ankit Srivastava. These conversations were about meetings, tender conditions and other matters related to the STP tender.

The ACB questioned all six accused based on the evidence they gathered. They were arrested on August 18 2026 according to the law. The investigation is still going on. The ACB is looking at the alleged money trail the roles played in the tender process and the involvement of potential accused or beneficiaries. They are also looking at the case of Satyendar Jain and the Delhi Jal Board. The Delhi Jal Boards Sewage Treatment Plants are a part of this case. The ACB is working to find out more, about the corruption case and the people involved.
