PM Modi Hails Anti-Paper Leak Bill, Warns 'Paper Leak Mafia Won't Be Spared'

New Delhi: After Parliament cleared the anti-paper leak Bill, Prime Minister Narendra Modi on Thursday released a video message on Instagram and welcomed its passage, saying tougher laws would help protect students and strengthen trust in India's examination system. 

What did PM Modi say?

In the selfie video, PM Modi issued a stern message to the paper leak mafia and emphasized his resolve to make the country's examination system completely robust and transparent.

"Saathiyo, we are continuously taking one step after another to build a reliable examination system. Whether it is the creation of passports, the creation of fast-track mechanisms, or taking into account the suggestions of the states," he said.

In a clip shared on social media, PM Modi described the bill's passage as a historic moment for the country. He said that the country must move forward together to fulfill the dream of a "developed India," and that many more steps will be taken to improve the examination system.

What did PM Modi say about paper leak mafia?

In the released video, PM Modi clearly said that the government will not spare the criminals and gangs involved in paper leaks at any cost, and the strictest action will be taken against them. 

"And once again, those paper mafias and gangs involved in paper leaks — the gangs that play with the future of the country’s children- they will not be spared", PM Modi said.

The Prime Minister further said, "We also need such strict laws. We brought a bill in Parliament, and as I had promised you, in the last two days, both Houses of Parliament, with the approval of the maximum number of MPs, discussed it in detail. And today, both Houses have passed this bill with strict provisions."

What did PM Modi say about paper leaks?

PM Modi explained in the video that the country had been facing problems of paper leaks at the central and state levels for decades, making it extremely necessary to implement exam reforms. He said, "We introduced this bill in Parliament. As promised, it has been passed in both houses of Parliament after a large turnout and extensive discussion."

PM Modi further stated that now that this bill has passed both houses, a major step has been taken towards a trustworthy examination system. The government will not allow this situation to persist for long.

In his concluding message, PM Modi said that, "With the belief that we will not allow such situations to continue for long, friends, come, let us all join hands and work shoulder to shoulder to fulfil the dream of a Viksit Bharat — a Developed India."

What happened in Rajya Sabha?

Parliament approved the Public Examinations (Prevention of Unfair Means) Amendment Bill, 2026, on Thursday. The bill was also passed in the Rajya Sabha amid a walkout by the opposition. The Lok Sabha had passed the bill on Wednesday, which provides for speedy investigation and prosecution of examination irregularities, including paper leaks, and stricter punishment. Now, only the President's assent is pending.
