Punjab’s Action Plan 2025 Turns Stubble Into Green Gold, Empowering Farmers As Smart Entrepreneurs

Punjab has unveiled Action Plan 2025 to end stubble burning and create economic opportunities. Farmers will benefit from bio-energy, organic fertilizer, and power generation, transforming waste into sustainable income.

Punjab news : As northern India braces for post-harvest haze, the Punjab government has launched the Action Plan 2025. Led by Chief Minister Bhagwant Singh Mann, this initiative will not only reduce pollution but also open up new economic opportunities for farmers. A recent Memorandum of Understanding (MoU) with Deloitte paves the way to turning stubble into "green gold," not smoke.

Pilot project and statewide expansion

A pilot project conducted last year in 17 villages in Patiala showed a reduction in fire incidents by more than 80 percent. This model will now be implemented across Punjab, providing farmers with opportunities to use stubble for bioenergy, organic fertilizer, and power generation.

Investment of Rs 500 crore and central assistance

The government has developed a ₹500 crore action plan for this initiative. With ₹150 crore in central government funding, over 15,000 machines, such as super seeders and balers, are being made available at affordable prices. This will help increase farmers' income and maintain farm fertility.

Past successes and this year's goals

Stubble burning incidents decreased from 36,551 last year to 10,479. This year, the government aims to install 4,367 new subsidized machines and strengthen 1,500 Custom Hiring Centers (CHCs). 7.06 million tons of stubble will be converted into power plants, biogas units, and fuel through ex-situ management.

Digital awareness and rural campaigns

Agriculture Minister Gurmeet Singh Khuddian stated that farmers will be engaged through village-level meetings and door-to-door awareness campaigns. Digital awareness vans featuring motivational videos and the "Unnat Singh" mascot will visit villages to motivate farmers. T-shirts, calendars, cups, and tote bags with innovative slogans will also be distributed.

'Krishi Yantra Saathi' mobile application

The government has launched the "Krishi Yantra Saathi" (KYS) mobile application for easy booking and scheduling by farmers. The app will guide farmers through camps in 3,333 villages and 296 block-level programs.Health Minister Dr. Balbir Singh said that smoke from stubble burning severely impacts air quality, leading to respiratory and other health problems. Our partnership with Deloitte is a significant step towards building a green, prosperous, and healthy Punjab. According to the Punjab Pollution Control Board, only 82 fire incidents were recorded from September 15 to 27, 2025, which is 16 percent less than last year.
