FCRA Bill Sparks Political Heat: Congress Issues Three-Line Whip Ahead of Key Lok Sabha Debate

New Delhi: There are indications that the last week of the monsoon session of Parliament will be turbulent. The government and the opposition are preparing to come face to face regarding the Foreign Contribution (Regulation) Amendment Bill i.e. FCRA Amendment Bill 2026. Congress has issued a three-line whip to all its Lok Sabha MPs to be compulsorily present in the House on August 10, 11 and 12. Efforts are also being made to create coordination among opposition parties on this issue.
Why did the opposition suddenly increase activism regarding FCRA bill?
Congress believes that this bill is going to be a subject of important debate in Parliament. The party has asked its MPs to be present in the House on all three days. In the meeting held in the office of Leader of Opposition in Rajya Sabha Mallikarjun Kharge, an appeal was made to the allies to ensure the presence of the MPs. Congress wants that during the discussion on the bill, the number of opposition should remain complete and a united stand can be presented to the government.
Will Amit Shah himself present the government's side on the FCRA bill?
The opposition hopes that Home Minister Amit Shah will be present in the House on this bill related to the Home Ministry. Congress has been demanding Shah's statement in Parliament for a long time. The party says that the home minister should answer in the House regarding the police action taken against the protesters during the Parliament march on July 20. Proceedings have been disrupted several times in the monsoon session on this issue.
What are the stands of SP and TMC?
India Bloc's allies have also indicated to stand with Congress on this issue. A senior Samajwadi Party MP has said that his party will support the collective agenda of the opposition. If needed, SP can also issue a whip. Trinamool Congress has also instructed its MPs to be present in the House. That is, the opposition wants to attack the FCRA bill with complete preparation in terms of numbers.
What is there in the FCRA Bill 2026 that is being disputed?
Foreign Contribution Regulation Act is the law controlling foreign donations. Especially some religious and social organisations have expressed concern about the proposed amendment. A major point of contention relates to assets that have been created with foreign contributions and the FCRA registration of the concerned organisation gets vacated. In the proposed system, it has been said to increase the role of the authority nominated by the government regarding such properties.
Has the government clarified its position on retrospective action?
On this issue, the government has indicated that there will be no punitive retrospective provision in the bill. Mizoram Chief Minister Lalduhoma had also said after meeting Home Minister Amit Shah that he had received such assurance. He said that the bill can be brought in the Lok Sabha on August 12 and it will not have any retrospective penal provision.
Is a clash in Parliament over the FCRA bill considered certain?
The monsoon session has already been hit by opposition protests and frequent adjournments. Now along with the FCRA bill, other issues are also going to be raised in the House. Congress has ensured the presence of its MPs and has also sought support from allies. On the other hand, the government is preparing to take the bill forward. The monsoon session of Parliament is scheduled to end on August 13 and there is no proposal from the government to extend its duration at present.
In such a situation, the proceedings between 10th and 12th August are being considered special from the point of view of the bill.
