Punjab Jails Witness Historic Overhaul In 2025 As Mann Government Pushes Reform And Rehabilitation
The year 2025 marked a decisive shift for Punjab’s prison system, as large-scale reforms, AI-driven security upgrades and rehabilitation-focused initiatives transformed jails into true correctional institutions.
Punjab’s prison department described 2025 as a year of transformation. In its year-end report released in Chandigarh, the department outlined sweeping reforms that changed the very character of jails. Under the leadership of Bhagwant Singh Mann, prisons are no longer viewed only as places of confinement. The focus has shifted to reform, stability and reintegration. Authorities say the approach now balances discipline with humanity. The system is moving from punishment to correction.
What Philosophy Is Guiding Jail Reforms?
Punjab Jail Minister Laljit Singh Bhullar said the government is committed to expanding humane initiatives inside prisons. He stressed that security and compassion must go together. According to him, the aim is to ensure inmate safety while preparing them for a better future. He said 2025 redefined Punjab’s jails from clean surroundings to high-tech monitoring. The intent is long-term behavioural change.
How Are Sports And Green Initiatives Helping Inmates?
One of the most visible changes came through the Punjab Jail Olympics. This initiative encouraged sportsmanship, discipline and physical fitness among inmates. Alongside this, plantation drives were carried out across several jails. Many prison campuses turned visibly greener. Officials believe a clean and green environment improves mental well-being. These steps also promote responsibility and routine among prisoners.
What Major Infrastructure Projects Are Progressing?
Infrastructure strengthening remained a priority in 2025. A new high-security jail is under construction at Gorshian Kadarbaksh in Ludhiana with an investment of Rs 100 crore. At the same time, work on the ‘Jail Bhawan’ headquarters in Mohali is moving ahead. These projects aim to modernise command and control systems. They also enhance safety and administrative efficiency across the prison network.
How Has Staffing Been Expanded And Strengthened?
To improve prison management, large-scale recruitment was undertaken. The government has already recruited 815 warders and 32 matrons. Recruitment of another 175 warders and four matrons is close to completion. Selection processes are ongoing for deputy superintendents, assistant superintendents, warders and matrons. Additionally, more than 500 PESCO personnel have been deployed. Further recruitment is planned soon.
Why Is AI And Surveillance Central To Security?
Modern security systems are being installed across Punjab jails at a cost of Rs 126 crore. These include AI-based CCTV cameras, X-ray baggage scanners and body-worn cameras. High-energy jammers are also being deployed in 13 sensitive prisons. Their purpose is to prevent illegal mobile phone usage. Authorities say technology has significantly reduced security loopholes. Digital monitoring now plays a key role in prison safety.
How Are Skills And Employment Reshaping Prison Life?
Rehabilitation through employment and skills remains a cornerstone of reform. Nine petrol pumps operated by inmates are already functioning across Punjab. Three more are planned soon. ITIs have been opened in 11 jails. Courses include welding, electrical work, computer operations, tailoring and beauty services. Around 1,016 inmates are expected to receive certified training. Officials say these skills will help prisoners rebuild their lives after release.
