Jammu and Kashmir Chief Minister Omar Abdullah clarified that the security of the Amarnath Yatra, set to begin on July 3, falls under the Lieutenant Governor (LG) Manoj Sinha’s purview. Abdullah emphasized the administrative structure of the Union Territory, where law and order are controlled by the LG, while his government manages civil arrangements. This statement highlights the unique governance model in J&K post-2019.

Security Under LG’s Command

Abdullah explained that the LG, through Raj Bhavan, oversees police and paramilitary forces tasked with protecting the thousands of pilgrims visiting the Amarnath shrine. This responsibility includes deploying security along the Pahalgam and Baltal routes, especially after the April 22 Pahalgam terror attack raised concerns. “Security is entirely with the LG,” Abdullah said, noting that his government focuses on logistics like medical camps, shelters, and road maintenance to support the yatra.

J&K’s Administrative Framework

Since the 2019 Jammu and Kashmir Reorganisation Act, which revoked Article 370, J&K operates as a Union Territory under central control. The LG holds authority over critical domains like law and order, while the elected government handles sectors like education and health. Abdullah’s remarks reflect this division, underscoring the limited powers of his National Conference-led administration in security matters, a point of contention with the Centre.

Context of the Statement
