Paris: India is poised to execute one of the largest defence deal in its military history. An agreement worth approximately $35 to $40 billion is expected to be finalized between India and France for the acquisition of 114 Rafale fighter jets. India has approved the 'Letter of Request' (LoR), which is set to be dispatched to Paris shortly.

Furthermore, under the terms of this deal, 90 of the 114 Rafale aircraft will be manufactured under 'local' production mandates, requiring that 50% of the components be produced within India itself. According to reports, Indian Prime Minister Narendra Modi is planning to visit France towards the end of June. Prior to this visit, the Chief of the Indian Air Force is scheduled to tour France early next month.

The contract for the 114 Rafale jets is expected to be signed by the end of this year. As part of this deal, negotiations are underway to grant India access to the fighter jets' weapon control system interface, thereby enabling the integration of its own indigenous weaponry—including the Astra air-to-air missile and the BrahMos anti-ship missile. However, this impending deal between India and France has sparked growing concerns in Ukraine.

Why is the India-France Rafale Deal Causing Tension in Ukraine?

The reason is that the Ukrainian Air Force had previously announced plans to acquire 100 Rafale jets; however, these plans are now facing increasing uncertainty. Funding currently stands as the primary hurdle, particularly as India prepares to spend approximately $40 billion on its order of 114 Rafale jets. Under this mega-deal, a dedicated production line will be established within India, allowing for the local manufacturing of the Rafale fighter aircraft.

According to the Ukrainian publication 'Defence Express', the French aerospace company Dassault Aviation already has a pending order backlog of approximately 220 Rafale aircraft. The company currently possesses the capacity to manufacture only about 26 to 30 aircraft per year. Should India place another massive order for 114 aircraft, Dassault's existing backlog would surge by more than 50%. Consequently, the delivery timelines for France's own defense fleet, as well as for urgent military aid or weapons shipments destined for Ukraine or other European allies, would face significant delays.

Is Ukraine Spreading Falsehood Regarding India?

Spreading what appears to be propaganda, 'Defence Express' has reported that India is continuously pressuring France to grant it access to the Rafale's software interface—specifically its source code—so that Indian engineers can directly integrate BrahMos and Astra missiles into the aircraft. It further notes that a cause for concern lies in the fact that the BrahMos missile is a joint project between India and Russia. France and Western nations fear that if India were to gain access to the Rafale's classified software codes, Russian engineers—under the pretext of BrahMos integration—could potentially decode or leak the combat algorithms and radar technology of France's most advanced Rafale F4/F5 aircraft; this would provide a direct strategic advantage to Russia in the ongoing conflict in Ukraine.
